Configuring bot, web interface to be started soon

The bot is still being configured.  If you are interested, come visit it, once its dedicated I will have it placed in #supybotui in FreeNode.  If you are in #rcos, it may / may not be in the channel depending on how obnoxiously I am messing with it at the time.
